Chemicals requiring authorisation
Finnish chemicals legislation requires authorization for the marketing and use of certain chemicals. The Finnish Environment Institute (SYKE) is responsible for the authorisation of antifouling products, slimicides, wood preservatives and biocidal rodenticides. Biocidal products are divided between SYKE and the National Supervisory Authority for Welfare and Health (Valvira).
The import and export of banned or severely restricted chemicals requires permission from SYKE according to the PIC (Prior Informed Consent) procedure. Derogation procedures related to detergents and product-VOC regulations are handled by SYKE. Also the use of chemical agents in oil spill response operations requires a permit from SYKE.
The Safety Technology Authority (TUKES) together with municipal authorities grants permits for the handling and storage of hazardous chemicals. Plant prorection products are authorised by the Finnish Food Safety Authority (EVIRA). SYKE is responsible for the environmental risk assessment of plant protection products. Permission for the import and export of ozone-depleting substances requires permission from the EC Commission.
