Objectives
Eco-efficiency, combining the ecological, economic and social and cultural dimensions of development, has emerged as an important concept in environmental policy. The ECOREG project aims to demonstrate its practical implementation at the regional level using the Finnish Kymenlaakso as a case study. Our approach is an integrated one. In this capacity, ECOREG contributes to the achievement of the goals defined in the Sixth Community Environment Action Programme 2001-2010, the Green Paper on Integrated Product Policy and the IPPC Directive.
Implementation
The partners of the project consist of two research institutions, the Finnish Environment Institute and the University of Oulu (Thule Institute), and two key actors of the case region, the Southeast Finland Regional Environment Centre and the Regional Council of Kymenlaakso.
As a demonstration project, ECOREG takes the following main actions:
- designs indicators for regional eco-efficiency and quantifies them for Kymenlaakso for the year 2000
- uses the indicators for evaluating policies and designing future priorities in Kymenlaakso
- prepares a long-term (2005, 2010, ...) mechanism for evaluating progress made in regional eco-efficiency in Kymenlaakso and for prioritizing actions needed for increasing eco-efficiency
- generalizes the above-mentioned mechanism for use in other regions of Finland and the EU
- arranges regional workshops in Kymenlaakso for disseminating the project results and discussing them with the key regional actors
- disseminates the project results through presentations at EU-wide workshops and seminars
- disseminates the results by other means, such as the project website and a CD-ROM
A grant, 338 000 euros, has been awarded by the European Union (LIFE-Environment) for the ECOREG project 2002-2004. The total budget of the project is 681 400 euros.
Expected results

- quantified indicators for Kymenlaakso for the year 2000
- a long-term mechanism for evaluation of eco-efficiency and for action prioritization in the Kymenlaakso region
- a generalized mechanism for use in other regions of Finland and the EU
