Baltic Sea Cooperation for Climate Resilience - Flood and Drought Risk Management

Baltic Sea Cooperation for Climate Resilience - Flood and Drought Risk Management project (11/2019 - 2/2021) is a cooperation project between two ministries and several governmental agencies. The project is funded by Finnish ministry of foreign affairs and supervised by Ministry of agriculture and forestry. Center for Economic Development, Transport and the Environment of Southwest Finland is the project coordinator. Project is conducted in cooperation with Finnish environmental institute, Natural Resources Institute Finland and Center for Economic Development, Transport and the Environment of Pirkanmaa.

Project will survey the different methods that are used by other Baltic Sea nations to counter the harmful effects of extreme weather conditions that are caused by climate change. Project will focus on three separate themes. Each theme will produce a report and a seminar during 2020. Projects final report will be a summary surveys and best practices. Report will also give recommendations of best practices on climate adaptation methods in Baltic Sea region. Final report will be presented in final seminar in spring of 2021.

Project will focus on three themes:

- Adaptation of cities

  • Theme focus on flood risk management and nature based solutions.
  • Report: Natural flood risk management solutions of the Baltic Sea region (Finnish environmental institute. ETA 6/2020)
  • Seminar: Baltic Sea Cooperation for Climate Resilience and Urban Floods was held in 16.10.2019

- Adaptation on rural areas

  • Focus on Drought risk management
  • Report: Drought risk management in Baltic Sea region (Natural Resources Institute Finland and ELY -centre of Southwest Finland. ETA 6/2020)
  • Seminar will be held in the year 2020

- Adaptation of water supply and sanitation

  • Focus on drought risk management and overflows of WWTP’s and sewage networks.
  • Report Sewage and WWTP overflow management solutions in Baltic Sea region (ELY-centre of Pirkanmaa. ETA 12/2020)
  • Seminar will be held in the year 2020

An independent contractor will make the report a fourth report: Review of climate resilience plans and measures in the Baltic Sea region.

In addition to reports, the project will organize three to four benchmarking visits to Baltic sea nations. Visits are meant for Finnish experts, civil servants and decision makers. To get them acquainted with climate change adaptation methods in other Baltic Sea countries.

Project will create cooperation mechanism with public- and private sector associations of other Baltic Sea nations. Project will also build synergies with other projects, both domestic and international.
