Electrical and electronical equipment and producer responsibility

The producer responsibility of electrical and electronical equipment (EEE) refers to manufacturers or importers of an equipment, or sellers that sell equipment under their own name or trademark, to handle the waste management of discarded products. Producer responsibility applies to almost all the EEE intended for consumers and professional use. The producer responsibility is based on the Waste Act (646/2011) and the Waste Decree (519/2014).

Managing the obligations concerning producer responsibility for electrical and electronical equipment

If a company’s product range includes EEE intended for consumers (B-to-C), it should join a producer organisation, which handles the obligations on behalf of the company. EEE intended for consumers refers to equipment, which is likely to be used by private households. There are five approved producer organisations for EEE producers: ERP Finland, SERTY ry, SELT Association, ICT Producer Co-operative and FLIP Association. The links to the producer organisations can be found on the right side of the page.

If a company’s product range includes EEE intended only for professional use (B-to-B), the company may either join a producer organisations or submit an application to the Pirkanmaa ELY Centre for approval in the producer register. If the company is accepted in the producer register, the company itself shall handle the collection, recycling and waste management of the products under responsibility. Click on “Application for registration in producer database” to find the application (available only in Finnish and Swedish).

Producers and producer organisations accepted to the register have to report annually the follow-up data from the previous year to the Pirkanmaa ELY Centre by the 30th of April. Producer organisations report the information on behalf of their members. Click on “Submitting follow-up information” to find the annual report (available only in Finnish and Swedish).
