Impact assessment in land use planning

When making decisions on a land use plan, the impact of the plan and alternatives to it must be assessed beforehand.

An impact assessment is an integral part of land use planning. It is not a separate process or procedure, but part of the overall planning process. An impact assessment must always be adapted to the plan type and planning assignment – there is no universal model suitable for all situations.

An impact assessment

  • produces knowledge on the important impacts of the plan. This information is produced and used throughout the planning process.
  • is a planning tool which helps solve planning problems, especially those related to making choices at different stages of the process.
  • promotes participation, decision-making and the implementation of the plan.
  • is case-specific.

Impacts can be assessed at various stages of the planning process:

  • Plan makers assess the plan’s impacts, as part of their work, at various points.
  • Additional impact reports are drafted, if needed.
  • The impacts of a plan draft and a plan proposal are assessed jointly. Several drafts of the plan can be assessed during the process.

The basic information compiled for planning also supports the impact assessment. The understanding of the plan’s impact becomes deeper and more comprehensive as the process progresses.

Land Use and Building Act as the basis

The impact assessment of land use plans is based on the Land Use and Building Act (Section 9) and the Decree (Section 1).
